If you use Twitter Search you can find the hot topics that are being discussed when (eg beginning of the week, middle, end?).  You can follow the RSS feed of this search through Google reader and review the trends of what you are tracking.  If you can identify this then you can send off your campaign at the right time.

		<description>Actually, I found by changing the date and time that I send my newsletters out that I have increased my open rate by 17%.
It might not work for all but it certainly worked for this ol boy. :)
