The European Union recently mandated a digital agenda, in which it strives to become the leader in the Internet space.
The agenda aims to offer high-speed broadband connection for all EU households by 2013 and a 50% subscription rate of more than 100 Mbps by 2020. The countries that make up the EU are vying for to be the first to reach these goals.

Notice that the UK is leading in B2C purchases, with over 79% of UK citizens purchasing goods online. However, despite the UK having most online purchasers, only 15% of UK businesses are servicing this need. That means the demand for online goods is not being met by UK businesses. Thus, there is prime opportunity for other businesses to steal market share.
